Anime/manga is a subset of cartoons/comics. At least, that is how I see it.
The question I always pose though is this: Is anime/manga a style, or a nationality? Does art style or being japanese make a show anime for instance? Is a show made by someone in the U.S. in a similarly drawn style to anime anime? Would a show that emulated the style of the old justice league cartoons made in Japan be anime?
I go for the style idea myself, but I know some people get mad if you refer to a non-japanese show as anime because it imitates the style.
And then of course, there are fusion styles, like Teen Titans, which I thought had awesome animation.
That's not a bad question. Commercially speaking "anime" often seems to refer to any non-American cartoons or non-commical American cartoons marketed to a slightly older audience from what I've seen.
