Could you name some Anime that has angels as a theme (how was Sora no otoshimono but without fan service) that has a strong plot and character developement?

If you're looking for strong plot, angels probably isn't a good theme to be looking at - most, if not all, anime I am aware of with angels as main characters tend to be ecchi.

You could try the manga Happy World. I know it's not anime, but the plot is pretty good, though it does start off as a comedy type and even though it gets more serious as the story advances (I couldn't even recognize it as the same story when I went back to re-read the first few chapters) some of the ecchiness remains. A 3 episode OAV was made from the first few chapters if you want to test it out.
