Just as I thought. Nonetheless, it was unarguably the most entertaining episode I've seen in the series yet (with
Senjougara Hitagi-san in it) and it didn't even have anything to do with the titular arc whatsoever. Well, they did talk about Hanekawa for a little less than a minute somewhere along the way.

I wasn't exactly surprised but I did think about it. Well, what made the episode partly amusing was due to the fact that you couldn't possibly tell whether the driver was really her father or not, and knowing her, she most likely could have been just messing with Araragi as usual, as you said.
And yes, this could have been actually the last/15th episode of the series if not only for the broadcast-scheduling conflicts and such. I'd say it was still the best way to end the TV-series as "Tsubasa Cat" hasn't exactly established much of a start from the previous (11th) episode.
