I'm reading Naruto right now and Kakashi is training him to make his "ultimate technique" and I find myself skipping all the pages explaining how hes going to do that.
I just find those part boring and really unimportant.
I can see how in a manga like naruto with it's 3 billion chapters or so it might get boring after a while, but I usually never skip anything. I like explanations, they're fun. The only time I actually started skipping things is when I read through Akumetsu, and they felt the need to explain the entire japanese system of government to me. Now that is boring.
if i'm reading dragged out shounen manga/anime (you know what I'm talking about) i skip bits and pieces. If i find a manga that's really good i cheat a bit as well, when the good parts come i tend to skip a text bubble here and there just to find out what happens.
If I already know what the explanation is, I'm more likely to skip it. However, I may end up reading it anyways, wondering if there is any extra story hidden in between =]
It happens, especially in series like HxH were everything is explained in super detail, and as it really doesn't matter if i know all that information of not i tend to not give a crap bout it.

Very very rarely will I skip reading a explanation, normally if it's so boring and could be summed up in two words then two pages then yes I will, but I don't normally read series like Naruto.
I try not to skip as much as possible, but after a while of staring at my computer I practically get tunnel vision and my eyes start to skim instead of read. Then after a few pages I'm like "wait, what the fuck just happened?"
Happened a lot during the political crap in Berserk. That's the only shit I disliked about that series.
