One Piece in the UK

I was looking to see when if at all One Piece Dvds were coming to the uk because I kept seeing it on the line up on CN (I didn't know which dub it was at the time cause I didn't watch it because I didn't know when it started and had no interest in watching it half way through a series), but then saw some where say
Could any one tell me what legal reasons these are? it does say a reason why after where it says it but I don't get why it's the reason.

That's exactly the link I said I found it from I don't get why that is the reason for them not selling it on dvd at the least.
