ROOOOOOOAAAAAAAAAAAAARRRRRRRRRRRRR! I am tired of Western accents in dubbed. anime! I am sick of hearing my favorite characters sounding like God damn Cowboys! What is it with Osaka!?! I ask you! I know its a place in Japan! Why is it that they are portrayed as Cowboys! At first I thought it was a coicidence but after watching dubbed. Burst Angel and the town of Osaka all being Cowboy citizens, my beloved Osaka in Azumanga Daioh having a Western Cowboy accent and a shit load of other minor characters in other animes...

Is Osaka like the South of Japan? Are they suppose to be the stereotypical hillbillies of Japan? I want to know why all my characters from Osaka are god damn Cowboys?!

Well, in Japan, the Osaka accent is a rather obvious and iconic accent.
To Americans, an iconic accent would be southern English.
Thus, yes. It is no coincidence. You'll notice that all Osaka accented characters are always cast as the laid back and stupid sort of characters. In western culture, we view people with a southern accent as such.

I agree: I hate most Southerners. I'd rather America be seen as the bastards in NY who spit on the poor than the inbreeding Southeners which are really only like 30% of the south. ...but yeah I really can't stand these God damn Cowboy accents... They're so stupid. Voice acting with Cowboy accent by default sucks.

Well, in the English translation of the Azumanga Daioh manga, Osaka has a New York accent, and it's terrible. Much worse than the Southern accent.
I think the Southern accent is fine for people from Osaka, as long as the accent isn't too heavy or done by a horrible voice actor.
And it has nothing to do with how the rest of the world sees America. As Arizth said, it's about giving a character, that has an accent in the original Japanese, an accent in the English dub. Imagine if Osaka talked exactly the same as everyone else; her being different wouldn't be as obvious. Plus, it's not always explicitly stated that a person is from Osaka, but the accent would give it away in the original Japanese. There needs to be an equivalent of that in the English dub.
