In shows for kids I don't mind it because they need to explain it to children who don't understand things, and of course to fill time.
I will say I find it insulting when it's in anime not meant for kids. It is just insulting for them to explain everything in detail to the viewer when they should have figured it out by them self.
I'm really becoming irritated by it in Bleach and One Piece though I will stand it for now. The problem lies in the fact that the viewer is viewed as a retarded 2 year old with no deductive power at all. No one watching Bleach need's a 10 minute explanation on how the last 2 minute fight unfolded.
I don't mind small explanations, but the long drawn out one's that take the viewer as mentally deficient really bother me.

Bleach tends to wear this trend out a lot! If you gave me info on Ichigo's attack once, i don't need to hear that same bit of info every time he uses it, i also don't need to hear someone explaining to me that Ichigo just got his ass kick when i could already see that myself!
Yet some anime makes good use of it, anime like: Death-note!
We the viewers never knew what was going on til after the situation had taken place, and still some info was left out! Hearing Light explain the rest, was helpful.
