Actually, the real reason is to make sure the reader or viewer can understand the thought behind the moves or plan they are about to carry out. It's just a way to make sure the audience doesn't get lost.
Yup. It's either:
1. Author believes people are too stupid to figure it out on their own.
2. The strategies are ludicrous, and therefore need an explanation before the strategy can even begin to make sense (most of time, it's this one).
OR
3. Author wants an obvious strategy to seem badass, and makes his character shine by giving them a long descriptive monologue.
