Missing uploads when logged out

I notice that when I come to the first page and am logged out there is some non subscription uploads that aren't appearing on the front page, however they appear when I log in. Is this an error or is there a reason for it?

Most likely due to controversial content. It'll be hidden if you don't turn it on in the settings, and you can't do that unless you're logged in.
