Cosplay makeup help plz?

I will be cosplaying as Arthur Kirkland from Hetalia, and since he has such wierd eyebrows I am planning to cover up my eyebrows and draw new ones on. Does anyone know any good techniques to completely cover them?

I would, but as far as I know, that look doesn't really work on females xD
I'd be a bit scared of how it would end up looking.

I think youd be pretty enough to pull it off nicely regardless.

Kidding aside, what about just not shaving or covering it and just drawing over it maybe it can work. Havent tried it before, but what about hair gel to make it go upwards a bit then drawing beneath? Sorry not a lot of ideas bout this
