Sort of. Wordpress users are affected. I can guarantee that Wordpress' Terms of Service also has something in there about no site using their service should contain material that is obscene. The point is that Wordpress is a lot less likely to care.
Essentially you'd have to build your site from scratch and fund it entirely by yourself to worry about little to no repercussion.
It's all a matter of how much risk are you willing to take? How much good will are you willing to bank on? Because bottom line, it is (at best) a touchy subject in the United States and any site regardless of how it is funded and who owns it, can be taken down for such material if someone tries hard enough.
The good thing is lolicon is still (sort of) protected by the First Amendment. However, that only applies if it passes the Miller Test. Well, it isn't likely to, but the actual steps necessary to take that to court, and prove or disprove its obscenity in any fashion is more of a hassle than almost anyone is willing to take. So, most everyone is just banking on that concept, for now.
