Please tell me how to use about Moebattle!!

First of all it's MoteMote Battle. Secondly, it works by voting for the character you find more appealing. The banner just shows the characters who are in the competition. If you joined before the battle started you could have created a bracket to predict the outcomes. The rules are already posted, just go read them.
