I myself am running on Vista Ultimate 32bit. I ran the game on my fully updated system, without Japanese encoding and had no problems.
It takes up 36MB of RAM and gives me 1% CPU Usage when running. On your first run of the game, it will open in fullscreen. The problem may be that your computer doesn't have the video memory available to open a fullscreen application in such a low resolution. I myself was running Call Of Duty 4 in the background, so the game requires very little resources (or perhaps it's because I have an overpowered PC) What model is your graphics card? You can find this out by running DXDIAG from the Run box in your start menu.

i use windows xp pro and i downloaded immoral studies i have updated everything but when i try to run immoral studies windows says it has an error and kills it i have tried several mixes in compatability mode and nothing is working everything is as it should be to run the game what am i doen wrong
We have had many problems with Windows XP (and other Windows Operating Systems) running any of the Immoral Studies series. If you have a spare windows 98 machine, run it on that. Otherwise, give up. I just attempted running it in all Comp. modes in Vista and get the same errors.
