Why use not use "Gyaru" tag instead of "Kogal"?

Many of the works are not related to JK (or even college students) yet they are marked as "Kogal".
Wouldn't a "Gyaru" tag make more sense?

The two terms are used interchangeably in common vernacular, but there is an argument to change it to the proper umbrella term. As for "why," there's not much more to it than that's what it was called way back when it was first created. I've thought about changing it in the past, and it might very well happen eventually.
