HS Battle Arena (2nd major dlc) might be a pain in the ass to localise since there is apparently an online component (not sure, haven't played it), but I see no reason why the 1st major dlc (Honey Select Party) could not have had a Fakku release already. The Hongfire modding community had this cracked and translated within a couple of months in 2017. Adding this to HS Unlimited would add tons of content and solve a great many mod-compatability issues.
As I've mentioned elsewhere, fully fan-translated and de-censored versions of the bootlegged Japanese edition, incorporating at least HS Party, have long been available since before HS Unlimited was even announced by Fakku. It's perplexing after all this time that HS Unlimited is still restricted to the base package.
It would be a
really good idea for some communication regarding further updates to HSU right about now, no matter how trivial.
EDIT = I can confirm that there are de-censored, translated versions of Honey Select equivalent to the current Japanese release, fully patched with all the DLC currently missing from HSU (= Honey Select Party, Studio NEO and Battle Arena). These have been independently produced by English and Chinese modding communities.
Whatever is holding up progress with HSU has nothing to do with the technical aspects of the game. While I'd never advocate piracy, if there aren't any impending updates and if Illusion continues to insist on full price for each separate DLC package... well sadly HSU has no hope.
