Slave's Sword Stuck/Bug?

I'm starting to think I got a bug with this game. I'm in the resistance base, and Leon is saying "there is nothing to do, you might want to taken on request or two". Except, I've done 5 or 6 requests now, and nothing changes. I've even looked at playthroughs online, and after doing 2 quests, they'd get told that Leon is looking for them. I've been to every building in day and night, and have talked to everyone. Either I'm doing something wrong, or I got a glitched file.
