Heck, the rep system is more than accurate in showing how some people will act against otherwise when you have people that will -rep someone for days on the same post just because they felt like being spiteful.

Possibly something like a verification system might work. Where users are able to upload and it requires only a simple verification from a moderator and such (can make multiple moderators from the current trusted uploaders right now for only this purpose.) to automatically pop the item up on the site and a denial to purge it from the system.
That would speed things up without giving too much power to users to decide things.
Nah, I think you're over complicating things. Just have a vote up/down system. You'll only have a minority of vengeful people, vs the vast majority that'll vote against an obviously harmful thing (for example, a false vote to expunge a gallery).
The conditions for expunging of gallery should be high (a lot of votes), so that it takes a lot of votes to do so. But it'll be easy for the community to do so, since the vast majority of people would know if something's against the rules.
Duplicates are a harder matter. But it should be easy. Just have a report duplicate button, that asks the user to link to the duplicate gallery. A small team of moderators just need to check both links, and then delete the new duplicate gallery. Or again, a voting system can be put in place, though I don't trust Fakku's community to be as vigilant as E-Hentai's.
Again, I think that Fakku should utilize it's rep system for these things. Right now it's a completely arbitrary and useless number. But if you reward users for tagging, and reporting things, then they get more "points".
