Ouch...this is pretty hard for me. While Amuro is certainly one of the better pilots, Setsuna does have his broken Innovator abilities, which is at least the basic stuff like telepathy, but then factor how broken his 00 Raiser is...yeah... Actually, the 00 Raiser is the deciding factor here. Based off episode 24, its Trans Am Burst could disrupt Nu Gundam's Fin Funnels and it can also quantize, not to mention all its other powerful weaponry...
