you can't x-ray a picture. There is nothing drawn under the clothing, it's not a real person. If you want to undress someone, manually erase the clothing and redraw the naked part yourself.

True. and trust me finding a good body to manually add on is hard to do.
Without it looking totally fake that is. I suggest adding a layer over the original image instead. That's easy.

It doesn't matter the program, there is no filter that automatically removes clothes.

No, there's nothing like that, and I don't know why you think that it would be possible.

Personally, I blame movies and TV for unrealistic expectations for graphical software.

CSI, for example, does BS with their software, removing cuts and blemishes from a picture of a corpse with a single click. Or zooming in a image to the point of being clearly able to read a postage stamp from orbit.

You can use PS CS3 to make X-RAY

adjust the levels of the pictures in edit>adjustments in photoshop

umm i would say research more anatomy and like the other guy said draw the body yourself and try to make it so it fits and doesn't look fake.
