Completely reformat an HD with no OS Instal

I have a windows based vista laptop that I want to completely eradicate, from the HD nothing left of the OS and merge both partitions into one. how do I do this?

You can't use your machine without an OS, anyway. Might as well kill two birds with one stone.

That would be plauseable if the OS I'm using has that option, but Puppy Linux does not.
EDIT:
NVM I figured out how to get puppy to run in mem and found a partitioning program on it.
