I guess, he cut the 2 image in paint and drew a blue border / line between them. Texts+shadows are from Word.

There is a form of self proudness of making something good with the most basic programs such as Paint or Word.
To me it's like looking at a low resolution 3D game, lets say World of Warcraft, yes it look bad compared to Age of conan, but aoc is SO much heavier, that they are about equal in quality/quantity proportion. So a average looking msPaint vs a good looking Photoshop is about the same thing to me.
