Indeed. But an operator can place a limit on the amount of users by setting a mode and a number [So anyone trying to join gets "could not join [channame], channel is full] or set the channel to invite only and/or key required.

No. It isn't. He was noting that the most he has seen inside the IRC channel at any given time was 46. Anyone can join right now.
