Technically, the term "Lolita" refers to girls between the ages Nine and Forteen. If 13 is too old for you, you cannot claim you have the "Lolita Complex" ("lolicon"). USE LANGUAGE PROPERLY!

Lolita, written by Vladimir Nabokov, involves a young girl that is sexually active and a grown man that is attracted to her. The term "lolicon" comes from this, short for "Lolita complex." So, a lolicon is a person who is attracted to young girls, though it isn't necessary that the young girls be sexually active. In the West, the term "lolicon" is usually used to refer to media that includes young girls participating in sexual acts or acting erotically or the like.
The object of the lust, the young girls, are commonly referred to as "lolis," which is short for Lolitas, a Lolita being a sexually active (or simply attractive) young girl, typically between the ages of nine and fourteen, as ero-jiii has said.
The way it is usually defined, a lolicon can like only drawn lolis or only real life lolis or both. It is not necessary that a lolicon like both or only one of the two.
If a man says that he is a lolicon, he is admitting to liking lolis. If a girl says that she is a lolicon, she is either admitting that she likes lolis or is confused and means to say that she is a loli.
The other side of lolicon is shotacon, where there is an attraction to young boys instead of young girls.
It is important to note that lolicon only refers to girls that have either hit puberty but aren't far along or are on the verge of hitting puberty. So, strictly speaking, a five-year-old girl who probably will not hit puberty for at least four years, is not a loli, and a sixteen-year-old girl, who probably has been going through puberty for at least four years, is not a loli.
