Haruhi in an 80's style. I personally see some Sailor moon and Fruits Basket in this image, so I'm not sure just how "80's" it is, but I tried.... :?
it's an OK job
but the pose is not like her
she's probably the type to have her toes pointed outwards and have a strong but light feet planted on the ground
she'd have one hand free, probably dangling, pointing, or some other gesture and the other is on her hip
(imagine Arcueid from Tsukihime... but with more power than elegance)
her looking off into a distance with her hair fluttering like that does give some '80's feel, but she needs that piercing and invigorating look... it's true that it has something to do with melancholy, but that's not how everybody sees her
as for the style...
Haruhi's hair should be a little thinner; you could go for some waves and curls with the wind, but it has to be a little thinner
the face is okay
her eyes have to be yellowish... or was it?
IMO, the body looks a little weird...
the uniform is a little off
like the ribbon wasn't probably stuck to the clothes; it was kinda like a neck tie
the collar... imagine it like it was a partially buttoned shirt; outside cloth is white, and inside is blue... at least that's how i picture sailor uniforms
her skirt... there was some sort of a fold at the sides... i can't really describe it well... i don't think they were pockets...
and the ribbons... i'm not sure how a girl would wear them but it helps to really know the subject which you are trying to draw (think of projection magic from Fate/Stay Night)
a panty shot on this one is a little off
it's nice to have them around but it has to be pulled off well or it will kinda come out as dry like a desperate fan service attempt
i assume that the wind is coming out from the grating on the floor and......... it could be a bit more fun if she was unintentionally flashing them shamelessly or something like that
have you ever wondered why panty shots can be more exciting than a random nude pic?
and finally the whistle...
on what seems to be a dramatic pose like she was in deep thought, and with wind coming out of the floor... she's whistling

i can't say much about the coloring, but i could only think of comparing it to some pro CG artist's work...
it's a good picture for starters
