Now, Icarus distribute 'A wish of My Sister' in the US, but does anyone really believe that Keisuke-chan is 18? How can that be legal for distribution? Does the fact that no ages are specifically mentioned (oh yeah, that last chapter in the book, no fucking way that isn't a 10y/o) mean that it's a 'assume what you will but it's technically legal' thing?

You can't define an age of a drawing. The U.S. policy is basically just up the courts; if it looks look a child then it is a no-no, but if it looks like it could be eighteen then more often than not it is fine. Then there are some cases, although never in hentai, where lolicon be in anime material because it actually manages to pass the Miller Test (e.g. the scene in Elfen Lied with Mayu naked in front of her step father because it was abdicating the dangers of child molestation.) Although more likely Elfen Lied just slipped through the cracks, but if it was ever brought before the courts it would pass just because either it was a two second scene, or they could actually fight that.
