You seem to be confusing anime with reality. In reality, many men are arrested falsely for groping women on trains, just because if you say someone grouped you, they're going to jail. Women freak out on trains if you so much as bump into them.

Well I am stationed on an airforce base in japan so actually alot of my friends in the states ask me this question. The truth is yeah you would think they would put up a fight but there are actually alot of instances when they don't. It's wierd, groping in a train is almost socially acceptable in Japan. Sure, Japanese think it is wrong, but it's almost just a part of life. Every so often there will be a news report on this reoccuring problem and the majority of women don't report it or make a fuss for one reason or another. Recently though they have been holding classes for women SPECIFICLY for train and bus assualts. My girlfriend showed me how they are supposed to grab the offenders hand, raise it in the air and shout "PERVERT!" no joke.
Also when I said it is almost socially acceptable, the same is true for office leechery. Women will get harrassed or raped at work and not report it, some say because they are too embarrassed. And again, it was like they accept it as a part of life. However, it seems like they are problems that are aggressively trying to be fixed by the public and government.
