You do have a point, but don't you think this could be avoidable? I mean yes there will be sacrifices, but isn't that for everyone else? in my opinion terrorism can be minimized further with everyone's help. minimized to 0 I mean. Sure it's a risk that everyone is supposed to be exposed to, but what makes it equal to an accident? Number-wise you make sense, but humans don't like living on numbers alone. We all want to live don't we?
1. Reduce their killing power.
You can minimize the damage they do and the intensity of their anger. For example here (Chile) a crazy dude made a bomb himself and exploded it in a metro train a few days ago (in the name of frankly I don't recall, Nazism I think). The bomb was wrongly done, luckily, and it only moderately injured 3 persons near the explosion and the metro didn't suffered major infrastructure damages. Now make that crazy pal an USA citizen, where you can buy grenades like you buy eggs and powerful machine guns that doesn't ever exist here aside our army. 3 injured persons with a few time grenades? Or more likely a whole train banged.
For more developed countries, you don't have only the problem if it's banned or not on your country, because people have more money and they can travel to other countries with ease (and the borders/airports controls will never gonna be that good as we wish so, never). So they'll travel to other countries for the heavy weaponry. Though it's still better than have the heavy weaponry at home, not everyone will gonna travel, at least. Of course for countries with good ban codes like here or United Kingdom, you can minimize incidents by improving border/airports controls further, so less people can slip a RPG. Army corruption is also a thing that should be more covered by journalists and the town, as a lot of heavy weaponry slips comes from them, too.
2. Reduce their anger.
Rejecting to ever consider that our society is racist and similar things would be silly. I know, I lot of people isn't like that, but a lot of people
is like that. If those who aren't like that does nothing and those who aren't like that does their thing with no big issues, guess what's the final balance for the people getting discriminated. Most people always seeks to be accepted by most their near society and not just few. That's the begin of segregation, where blacks lives with blacks on black neighborhoods, Peruvians on Chile lives on Peruvian neighborhoods, Muslims on Muslims neighborhoods on France and so.
Segregation often produce counter-racism, where they start to collectively hate everyone else. Sometimes with a reason, sometimes without a reason. It starts changing the mentality on some from "ours" for "my people and our enemies", like you can see in some anti-Muslims comments in this topic in the first place. They are also Frenches! Heck, they are not an enemy, they share the same species and the same planet!
Anger produces anger, and there's a point where someone can't hold back from their anger anymore and
things like that happens. Yeah, they are doing their craziness because they are crazy and because they are fighting for what they believe, even if it's crazy. The thing is what is making them to so strongly believe they are like that, and believe that by killing even when it's forbidden (unless you're a messiahs) in your religion is obviously made by anger, and they use religion just as a facade to allow their rage to unleash.
Anyway, just frikking stop hating groups or anything and start seeing everyone as the same frikking species. Seriously, that makes wonders. Work around in a positive and productive way around beliefs, ideals and so rather than "WE SHOULD SMASH AND RETALIATE OUR ENEMIES LIKE THE WORMS THEY ARE!".
Oh, yeah, this apply to pretty much anything, anyway, like nerds with nerds.
3. Increase protection
Just don't sacrifice your rights in the process because that just swaps the power of some crazy pals for others. Never allow nobody to be too powerful because humans can be easily corrupted by power. Just fragment protection and make it everyone's job (in the degree of what is practical, of course). Just keep improving our current protection systems, including laws, police and so.
