Nope. Like any DVD/Blu-ray player, PS3 also has a region lock on it, depending on where it's sold.
The locks are there on the notion of somehow preventing piracy, but that just seems a bit crazy.
If you know where to look, you can either find DVD and Blu-ray players that are region-free, or certain disk programs that'll allow you to bypass the region lock on a PS3 without having to hack the thing.
I remember Game Shark having a Region Selector program for PS2 years ago.
