It's really easy to mistake the two, but as chaosbreak says the two are different. Essentially all VNs will need the Non-Unicode Settings to be set to Japanese, whereas the format can be hit or miss. Some games will play with English format (most of them, from my experience), but occassionally you will need to switch.
Like I said, I tested it and I'm pretty sure that's the problem.
