Need help looking for a PS2 game

So I'm looking for this game that I saw my cousin play a long time ago. I'm not sure if it's a Japanese exclusive or not, but I'm fairly certain it is.
The basic premise is that it's a puzzle game where you have to create neighborhoods while the screen is scrolling right. you have to have a lake, trees, and a foundation in order to create a house, and if you do it right you can create multiple at once. The art style looked like they were paper cutouts if that helps any.
I'm not sure if this is the right section for sure but I recently got a ps2 emulator for my computer and wanted to try this game out since I only saw my cousin play it.
