Portal Logic?

It says that you can't put portals on metal or moving objects, right?

But even if an object is "static", the particles it consists of are constantly in motion. And if the particles that make it up are constantly moving, then that means it should be impossible to fire a portal at it, right?

Just a thought. Tell me what you think.
