This chapter is a MAJOR info-dump. If you don't know the history of JoJo, or at least parts 1 (Phantom Blood), 3 (Stardust Crusaders), and 4 (Diamond is Unbreakable), it's very important for later, but if you do, it's mostly reiterating points that have already been made in the manga.
Chapter 2: Rise Again, The Witness
After years of Extensive Research and many witnesses and Stand Users giving us their help in finding out information, we have finally compiled a list of 'Rules' that Stands seem to Follow. All Addendum's are noted, and should be fixed into the Main Rules before a more permanent copy is made to distribute to the World Leaders.
1.Stand Preservation and Personality Rule: A Stand protects its user, like a guardian. The name comes from "standing by" the user, sometimes using their powers without direct orders in order to protect the user, and by extension, themselves. This shows that all Stands, are, mostly, at least capable of basic survival instincts. Most Stands have no personal goals, or even Personality, but require Users to control their Power. Stands who don't have users will generally go wild, Noted Stands are Notorious B.I.G. and Anubis.
Addendum: Some Stands show personality, speaking to others besides their master, but most of these exceptions still serve their master without question. Noted Stands to have Personality, but still be completely Loyal to it's Master include Dio Brando's The World, and Giorno Giovanna's Gold experience Requiem. Note Giorno is Dio's Child, perhaps indicating this is a Hereditary Trait of Stands to be loyal to their Master after obtaining a Personality, only within the Brando Family Lineage. Almost all Stands with Personality have been shown to at least question their Master, with three distinct levels, categorized by Severity, listed as follows. 'White Snake' Level: A Stand who has personality, and will openly question what their User is doing, but will still follow them dutifully. 'Surface' Level, which mimicked it's copied target's personality, and thus, while mostly loyal to it's User, would often insult and mock it depending on how the Copied Target felt about the User. and 'Cheap Trick' Level, Stands who often show Dislike if not Out-right hatred of their Master, and care absolutely nothing for their wishes. These Stands are usually EXTREMELY DANGEROUS, as they are also the ones capable of surviving without a Master, and will thus see their Master's as disposable. APPROACH LEVEL 3 PERSONALITY STANDS WITH EXTREME CAUTION.
Addendum 2: Information gathered from more studies has reached an interesting Fact. Dio Brando has been said to have stated his own Personality is what kept his Stand in-check and lacking a personality. This could be the case for all other Stands, but it is unknown at this time. More Study is Required
2.Stand Singularity Rule: A person can only have one Stand, though that Stand can go through metamorphosis to evolve into New and More Powerful forms. Only 7 stands have gone through Metamorphosis, the list includes Star Platinum to Star Platinum: The World, and Gold Experience to Gold Experience; Requiem. This Rule has only One Exception. Emporio Alnino was able to use both Burning Down the House and Weather Report for a short Instance of time, but this was due to the interference of another Stand named White Snake, and rectified itself upon the Death of Whitesnake's User.
Addendum: Further Research has revealed the Stand Echoes, which obeys neither of these Rules. Echoes is able to swap between three different forms, each with unique powers, at the User's Will. Statements indicate these powers awakened Gradually. There is no Satisfactory Answer to the Difference between this Stand and Others. More Study is required to correctly categorize this phenomenon
Addendum 2: Contact with Giorno Giovanna has revealed that the use of the Greenland Meteorite on a Stand will sometimes awaken new powers, codenamed 'Requiem' Versions, after Giorno's name for his new Stand. This Explains Yoshikage Kira's two Evolutions to Killer Queen. Requiem Version Stands' powers are usually unconnected to the Original Stand's powers, unlike the 'Natural' Metamorphosis of Star Platinum to it's 'The World' form. It is unknown if a Greenland Meteorite Stand can be Metamorphosed by the User's Force of Will. From observations on Yoshikage Kira, this process can be attempted multiple times, but it is unknown how many. Assumptions are that it becomes successively more difficult to keep evolving the Stand. Polnareff has stated even a Single 'Requiem'd Stand can go wild even if it's Original version was obedient. As he is now a spirit living in a Turtle thanks to his Stand going Berserk after touching the Arrow, It is suggested we Believe him.
3.Stand Mirrored Damage Rule: As a Stand is part of the user, damage is reflected between the two. In most circumstances, if the Stand's leg is sliced off, the user will lose their leg as well. This means the easiest way to Deal with powerful stands is to find their user and disable them, thus why Stand Users are always remarkably Resilient. Gathered Exceptions are, The Fool, as attacking it is the same as attacking Sand, and most Long-Range Stands, the most noted being Killer Queen's 'Sheer Heart Attack', which was utterly Indestructible to all attacks, and thus reflected nothing back to it's user except for other Stand Abilities.
4.Stand Visibility Rule:Stands can only be seen by Stand users. Their Effects are also usually Masked, in example, the stand Sticky Fingers' Zippers are not Seen by Non-Stand Users, even when they are used to pull someone apart. It simply looks like the person fell apart. There are exceptions, but only with Stands that are bound to physical objects, Noted Examples of the Exceptions are Thoth, bound to a Comic Book and capable of being Seen as said book, Yellow Temperance, Bound to the User's Body and capable of being seen as a Yellow Goo, and White Snake, which used it's power to make CDs of a person's Soul and Stand, which anyone and everyone could both see and touch.
5.Stand Range Rule:The further the Stand is from its user, the weaker the Stand becomes, with most only being capable of acting within three meters. The Optimum Range of a Stand, where the stand is at it's Maximum Power, is referred to as it's 'Active Range'. All Long-Range Stands follow this rule as well, but the sheer Length of their Active Range makes Leaving their Range extremely hard, and in some cases impossible, to do. Some recorded exceptions are Hierophant Green, with an Active Range of roughly 80 Meters, and Highway Star, with an Unknown Active Range, but which seems to cover the entirety of a mid-sized Rural Community.
6.Stand Awakening Rule: There are 2 Ways to Awaken a Stand. The First is to 'Naturally' Awaken it. To do this, the User must have not only an extreme personality, but intense Mental Spirit, and be in Mortal Danger. If these conditions are satisfied, a Stand will Awaken if the Possible User is capable of awakening it. It is possible to Force an Awakened Stand using a Piece of the Greenland Meteorite, which means the User will require less Mental Spirit and a less extreme personality, but the chances of this failing and causing Death are 9,999/10,000.
Addendum: Further Information gathered from Joylne Kujo and those at Green Dolphin State Prison indicate that White Snake was capable of giving those Without Stands the ability to use them. The new Stand would obey it's master without question, as if it was a natural Stand. With the Death of White Snake, this Phenomenon should not occur again.

The pain was the first feeling that he remembered. A dull, aching thud, that increased in intensity until it felt like his head was going to burst, then the relief as he realized he wasn't dead, somehow. Then the heat from the fire near his head, then the police sirens. Then, he opened his eyes, and a man's boots came into view.
“I think he's still alive.” The man's voice said, calling back at someone.
“He's the only one back here in these alleys who isn't burned to a crisp, you think he started the blaze?” a woman's voice asked.
“Doubtful. See his throat? He got shot. Probably an innocent bystander. Amazing he's still alive though, that should have been fatal. Plus, that other scar, the kid has definitely received his fair share of injuries and survived them.” Joey groaned and tried to move, but his reactions were sluggish, he grasped at the ground, but his fingers slipped, not working properly. “Whoa, easy there kid. You are severely wounded, you need to stay still.” The man reached out to touch him, and then Joey saw his feet leave the concrete, before he hit the ground several feet away. Joey hadn't moved.
“What the hell was that!?” The other cop said, and he heard the gun...was his hearing always that sharp? “Louis!? Shit, he's out cold.” Joey continued trying to stand, his feet slipping over each other as he rose slowly, holding onto the wall for support. “GET ON THE GROUND!” The woman screamed, and Joey tried to focus on her.
“Charles...Have to find him.” Joey muttered, gripping his forehead- wasn't there a bullet hole there? He got shot...didn't he?- and starting to stumble forward. The gunshot cracked out.
Joey stared as the bullet rushed toward him again. It was in slow motion again, like watching a video-camera in the slowest Frame speed setting it had. It got closer, and Joey was prepared to get shot again.
'I wonder if I can survive two gunshots to the head.' He wondered, as the bullet closed in on him.
It never reached Joey. As the bullet came within two meters of him, something emerged from his own body. Joey jerked back in surprise, and he realized he was, somehow, moving faster then the bullet. It wasn't that he was too slow to deal with how fast the bullet was going anymore, the bullet was crawling towards him. He jumped straight threw the burning fence, several meters backwards, from a standstill, and landed on the other side. No one could jump like that..no one human, at least. The...thing that had come out of his body was following him exactly. When he jumped back, the creature had as well, but it stayed at that same distance of two meters. As the bullet came closer while Joey was distracted, It caught the bullet in it's hand, like snatching a fly out of mid-air.
“How are you doing that?” the police-woman screamed, shooting more bullets. The kid was almost 10 meters from her, and, 2 meters from him, the bullet was suspended in mid-air, with no support. As she shot more, more of the bullets just stopped in mid-air, like something had caught them.
'I think it's on my side...' Joey thought to himself as the creature started to drop the bullets, then turned to him. The creature nodded, as if confirming Joey's thoughts. 'At least it isn't trying to kill me. I've had enough of that for one day.' He muttered, as the creature turned again.
Faster then sound, faster then light, the creature punched at the officer, it's pointer extended. It was moving faster then Joey could now. The single finger stretched from it's joint, as if being shot from the creature's hand, and stabbed the woman in the throat. There was no blood, she just collapsed. Joey, somehow, realized the creature had knocked her out with a single finger, as the finger retracted, the creature turned back to him, then, as it walked, it came into the illumination of the flames, and Joey could see what it looked like.
It had an average sized body, but blue. A headdress that looked like it was Aztec in origin was on it's head. It's arms were spiraled with blue and black, forming alternating spirals, it's fingers were long and thin, longer then they should have been given his size. It wore a piece of armor-like clothing on it's stomach, it's upper chest was bare. The armor flared into a pair of dark pants with bright red streaks, like blood, running down them, but it wore no shoes. The most startling fact of this creature, the thing Joey couldn't take his eyes off, however, was it's face. It's mouth was sewn shut, but poorly. The creature's mouth was open, and it could obviously move, but it looked like it would be severely painful. In it's mouth, a pair of fangs shone, pearly white. It's eyes were sewn as well, but sewn open. The stitching on it's upper lip connected to the lower stitching on it's eyes, if it closed it's mouth, it's eyes would be forced open, and if it spoke, it would have to shut it's eyes. The upper sewing connected to the headdress. Nothing was wrong with it's nose or ears, but it's whole body looked rather scarred, with similar stitching running in various places along the creature's body. The whole effect, was one of pure terror.
“I, am your Stand. When you Suffered, I watched silently. I am part of you...no, more precise to say, I am your manifestation of your Life Energy. I am nothing but a small piece of you.” The creature said. It's stitching had no effect on the creature's voice or mouth movements. Possibly it just looked like that because it was disturbing. “I will tell you now. You can still walk away. If you go after Charles, if you go after revenge, this path will be one of suffering. It will end eventually, but it will be a long road, one many do not wish to travel. This same choice was given to your father. He chose to ignore it, to pretend this road did not exist. Will you choose the same, or will you take this step onto the road before you, though you have nothing on your side but me.” Joey stared blankly.
“I have no idea what you are talking about.”
“I had assumed as much. When you were 5, you got into an accident. Do you remember?”
“Yes.” Joey said, surprised the creature knew, but he had never forgotten that day. If the creature really was part of him, then it would obviously know about it, even if he had never spoken about it. “I was walking through a construction site, an one of the power saws slipped from a worker's hands, he had been tired and hungover, and didn't take proper precautions. It sliced my neck open, and I almost bled to death. But my father gave me a blood transfusion, and I managed to survive.” He said, running his fingers along the extremely faded scar he had.
“That is mostly a lie. The blood you received had part of your father's in it, but most of it was that of a Vampire, Dio Brando.” The creature said, as Joey started to walk down the street. He slipped through the gathering crowd, wanting to get away before too many people got there
“Vampire? Those mopey Emo kids that the girls like so much?”
“No. A True Vampire is a demon made from turning a human into something supernatural. The Aztec Stone Mask awakens a human's abilities through acupuncture in the brain, and turns them into Vampires. Vampires are the evolution of humans, and must feed on humans to exist. They can only be destroyed by two things, Hamon, the Ripple Ability used by the power of Breathing, or Stands, the manifestation of Hamon into a physical form. They have incredible regenerative powers, even burning them does little to them, they regenerate faster then a fire could possibly burn them. By mixing that blood with his own, your Father was able to save your life.”
“So I am a Vampire?”
“No, not precisely. Dio Brando was robbed of his body by one of your ancestors, Jonathan Joestar. He then used Jonathan's body as his own. It was from this body that your father took the Vampire's blood, mixed with a third person, the Stand user, Great-Great Grandson of Jonathan Joestar, and the man who defeated Dio, Jotaro Kujo. By mixing all these bloods together before injecting you, you avoided the transformation into a Vampire. Both Dio and Jotaro had a Stand, the same as me to you. I came into existance on that day.”
“So..You existed with them as well?”
“Each person's Stand is different. It is a manifestation of your Individual power. I have characteristics of both of them, due to their blood being within you, but as a whole, I am a separate Entity from both Dio's The World, and Jotaro Kujo's Star Platinum. That man, Charles. He is also a Stand User. His power is Pyrokinesis.”
“You said you have been here sense that accident, why have you not appeared before now?”
“I suppose that was too vague. Existence is a meaningless term to a Stand. I have no physical body, yet I can interfere with the world as if I did. I have been inside you sense then, but unable to aid you in anyway.”
“So what awakened you? My death? Are you a healer?”
“No. Nothing like that. The bullet that Charles shot you with, was made from part of the Bow and Arrow. Long ago, a meteorite fell in a far away country...I think it is called Greenland now. When people came into contact with this meteorite, most mutated and died, but some, those with strong wills, became capable of summoning Stands. Someone forged no less then 10 Arrows and a Bow from the Meteorite, and those were then stolen by a member of an Italian Gang. He sold off 5 of them to a woman named Enya Giel, one of those Arrows is the one that awakened Dio Brando's The World, and caused Jotaro's Star Platinum awakened because of that incident. That arrow is now in the possession of Jotaro Kujo. The remaining arrows were then sold off by Enya to different people. A man in a small town called Morioh received both The Bow, and one of the Arrows, and another one was given to a servant of Dio, then taken into custody by the Speed Wagon Foundation, from the same location. The location of one of the two of them sold to Giel are unknown. The remaining 5, all found their way here, where they were made into several bullets, and several chambers, and placed in Revolvers. This town is extremely weak Spiritually, so few people, even compared to the one in ten-thousand that usually awaken Stands, are able to overcome their power. As such, the remaining people die. This is becoming more of a problem, because the rest of the Meteorite has been brought here as an Exhibit in a Museum, and is probably going to be stolen.”
“So Charles' Gang is responsible for this?”
“No. There is no connection between the people who want the rest of the Meteorite and that man's gang. There would be higher crime rates, and more unsolved incidents if this was true. I can see through your eyes, even as I slept, and there was nothing about that.”
“So. You awakened because of the Arrow Bullet?”
“It would be safe to assume so.”
“So either I ignore all this, and go about my life, or I submit myself to danger to prevent this?”
“Correct. However, you are a Joestar. Your family has always enjoyed Thrills, and rarely do they allow evil to go unpunished. If you don't stop these people, then no one will.”
“You aren't giving me much of a choice, are you?”
“You want to do it anyway. I have no control over that.”
“True. How do you know all this, anyway?”
“That is the easiest question you have asked me. Due to the blood used to save your life, I have the combined memories of both Jotaro Kujo and Dio Brando. I am able to know where the Arrows went, because Enya Giel was a servant of Dio. It is that same reason that I am not a mindless servant, like most Stands. I am fully intelligent, though I still adhere to the same laws as other Stands. My main duty is to protect you.”
“So. We will go after Charles, then these people after the Meteorite?”
“If you so wish.”
“Why can't we call for help? Jotaro Kujo seems like he would want to help us.”
“We don't know when the meteorite will be stolen, and once it's gone, we won't find it again. Even if we call him, there is no guarantee that he will get here in time.”
“I see. So we really are in this by ourselves.”
“I wouldn't be so sure. Joestar Men seem to have the ability to recruit friends from the enemies they defeat. If you beat enough people into the dirt, some of them may join you.”
“Because how else are problems solved.”
“Something like that.” The Stand agreed. “Stand users attract each other, so it won't be hard to find them, they will come to you.” It said, as Joey smiled. He saw a familiar back in the crowd as it parted, and started to worm his way through them.
“So...Do you have a name? I mean, You acted like the Stands of Dio and Jotaro were living, they had names, so what is yours?” He crossed into an empty lot, Joey hot on his Heels, dropping his voice as the Stand did the same.
“Stands do not pick their name. Their Users decide on a name, we simply do as we are told.”
“You said you have silently Witnessed everything I've suffered through, right?” 10 Meters, he could count the stitches on the person's jacket. He was whispering now.
“I have.” 5 meters. His Stand could only move and act within two and a half meters of Joey, he had been able to figure out from the attack on the guard, just a little closer.
“Then, if I am The Sufferer, then you are The Witness. And that will be your name.” 3 Meters. One more step. His voice would have been silenced by the gentlest breeze, but the Stand seemed to hear it just as well.
“Then I am, The Witness.” He was behind him, close enough.
“THE WITNESS!” The Stand floated out from his Body, and punched Charles hard across the face as the gang-member turned around.

New Stand:
The Witness: One thing I can not portray through describing The Witness' tone, is exactly HOW he speaks. It is kind of like he speaks like a High-class British Man at some points, then randomly talks like a Gangster from Texas, but without the actual words he is saying changing. He says the same words, it's just that the tone randomly jumps from Winston Churchill to 'Random Texas Gangster'. It's fragmented and dis-jointed, but not unconnected. It kind of...follows it's own rhythm. It's not the natural way of talking (Like how the natural way of saying a phone number is, for example, 555...5555), it has longer spaces in between words it shouldn't and shorter pauses or none at all where there should be some. I will be trying different styles to show this as I continue, so please tell me when you like one I use.

Namesake: The Rise Against album The Sufferer and The Witness
Power: C: In Comparison to a Human, the Witness is far superior. Brick is little more then a distraction, and steel bends under the power of it's fists. However, compared to most Stands, The Witness is only Average.
Speed: A: In Theory, there is no creature faster then The Witness without some manipulation of Time. Due to it's lack of said Time Powers, it is not considered as fast as Star Platinum or The World, but in a battle against Stands without such abilities, The Witness will almost always be faster. In addition, it's Speed is great enough that, when used in conjunction with it's ability, can actually cut due to the speed it's fingers are moving.
Range: D: Due to The Witness's incredible abilities, it's overall Range is weak. It works best within 1 meter, and once it reaches 2 meters away it's abilities drop significantly. It can operate at a basic level at 3.5 meters, but attempting to fight a Stand User at such a range is Suicidal.
Staying: A: The Witness has incredible Endurance, a trait shared with his User. A Car smashing into it would cause little more then disorientation in the Stand.
Precision: A: The Witness has no Uncontrolled spasms of any muscle in it's body. While most Humans have 'knee-jerk' reactions to external stimuli, The Witness has none of these unless it so chooses, thus it is able to do precise movements that have no room for error easily.
Learning: Complete: The Witness is one of few Stands that are distinctly Sentient. While most Stands are under the complete control of their User because they can think of no other option, or embody a single emotion, The Witness is not only highly Intelligent, but has a wide range of Emotions. He serves his Master because he believes it is the correct course. Due to this fact, and the fact The Witness has been conscious for all of Joey's life, The Witness can be said to have reached it's maximum intelligence. How high that actually is is not yet known.
Ability: Has the ability to 'stretch' it's fingers to a total Length of 10 Meters combined, 1 Meter for each Finger, or 10 Meters for 1 finger. This only increases the length of the finger itself, there is no increase in the amount of Joints on the finger, nor on the Wrist, which means that, when stretched, The Witness is incapable of throwing a punch, and can only stab forward, However, the increased striking power of each finger means it is not a horrible disadvantage, as the fingers can poke through almost anything the Witness could Punch through.
In Addition, it has a Secondary Ability. Like most Stands, The Witness grants it's User somewhat Superhuman abilities even if it is not in use at the time. This does not actually drain any power from the Stand, and it could be considered the Stand just doing some of the actions for the user with it's higher speed and strength. For average Stands, the amount is generally about 1/4th of the Stand's own abilities, though Stands with weaker then average Strength or Speed might not increase the User's abilities at all. This is how the basically Completely normal Stand Users are able to control their Stands in battle, otherwise, the Stands would be moving too fast for the user to control efficiently, and, due to the Mirrored Damage Rule of Stands, the User would die far before the Stand received anything near a Debilitating Injury. However, The Witness gives Joey almost 50% of it's power, making him far more durable then the majority of Stand Users, and capable of out-maneuvering bullets. However, as this does not increase his Bone Structure nor his Muscle Strength, Joey can only really access these abilities for short bursts of time, otherwise, he is just a Normal Stand user, with all the Resilience they have.
As before, PLEASE, PLEASE, PLEASE at least COMMENT on it. I don't care if it's as simple as 'It sucks', or 'This is stupid.', so long as there is at least one thing you can help me improve on.
Next Chapter will actually have action, and we will get to see how well I can transfer the insanity of JoJo fighting into Text.
