Yet another stab at an RP, interested?

I'm at it again, generating a new RP which goes along with my usual repertoire, modern era, guns allowed.
The gist:
Set in the modern day players will choose an agency to work for which falls under Western and Eastern hemisphere (the reason will be expanded on in gameplay, but it is for a reason, if you can think up a better mechanic and I agree then we'll use that) and are given a directive and a target. Both may overlap, but they may not, you can only discover that in-game through your character's limited prospective. Given a sidearm of your choosing and $10,000 USD (or equivalent amount in any currency) per in-game month. Successfully completing both tasks will end the RP in a victory for that player and the end of the RP.
The way I plan to GM it:
For this I'm going to need at least one extra GM outside of myself, though preferably two. Players will relay actions and movements to a designated GM who will communicate "intelligence leaks" to the other GM(s) AMD relay them to the players. To keep things fair, I have a method to determine if a move is detected or an action is noticed which only the other GM(s) will know (and follow the same method). Posts for players will be made by GMs. All successful assassinations will be posted by players after receiving GM approval. Months pass in-game after every player has made 4 moves, once you make your fourth move you cannot move again until the month is over, so be conservative about it. GMs will post the results of each "week" once the month is over which will release information from the previous month (sound like a convoluted mess already?) Including actions taken by all characters under them (for example, if September just passed in-game the post will recap August with each character's actions for each "week").
If you have better ideas I'd gladly hear them and work out a less complex system. If you want to GM with me PM me and I'll consider it amongst any other offers.

Sounds a bit complicated but I'm always up for an RP. Although by the sounds of the system, this will require a high number of players which I have little confidence of us achieving(based on my past attempts to make an RP).
Nevertheless, if this does pull through, I'll be willing to join in as well. Probably not as a GM though, I don't imagine I have the skill nor the free time to do that role.

And how exactly does a RP and GM look like and how do they work? Google isn't helping explaining.If you search through the pages of this section, you'll see a few of the RPs from a long time ago. RPs are usually free-form writing and I imagine this one will be as well but I remember one that Rise/Cinia did that involved a stats system and it was pretty complicated.
GMs are Game Moderators, basically the people who run the game and progress the plot for the players.

I'm working on a formulaic method to work as skill checks and trying to get a concept for playable areas to limit the game from being stagnated with tedium. In a week I'll have a well thought out layout for rules and post them in that time. It will be a bit unwieldy, but as of yet the only way I can see this working.
