Did I miss read something or was he cheating? His mom says go see your girlfriend. He replies there is nothing to do and I can't stand her face, maybe I go see Shizuku. Is it his mother's face he doesn't like or his girlfriend. I assumed his girlfriend and Shizuku was a sex friend. Nothing in their conversation lead me to believe they were actually dating.

You are right but it’s more like “bus stops are the love hotels of the rural poor in Japan,” since the countryside is so depopulated. The poor can’t really pull that off in the cities since that’s where most of the population is located.
