Update 2: According to Neowing, the 25th anime episode, "Sneaking Heroine," will feature Risa Kamizaki. Neowing also states that the 26th anime episode, "Kimagure Wagamama AmaenbÅ," will feature Miya Tachibana.

What meaning? Once again I said that is an
illusion made by the animation studio. If you just try to change your perspective into a balanced horizontal view, it'll be fair and there won't be any "lead heroines". There's no such thing "Save the best for Last" in Amagami.
Once again: What's the requirement to be a Lead Heroine?
-To have the Last Arc in an anime? Tsukasa's Manga was the first to come out.
All of the manga regardless of "who came first" is still ongoing.
All Six of them are Lead Heroines in their own story, it's just happened that people always like "the crazy different one" and always considered that something much more special than the normal ones. Indeed that Tsukasa is the cover girl, the Last Arc, most interesting personality. But that doesn't qualifies her as a "True Heroine", because like I said, everyone is the Main Heroine.
If she was the "True heroine" would she lost a popularity contest?
She lost because everyone saw the girls in a horizontal view, everyone is treated as the same "True Heroine"
Just to be clear I'm not saying this just because I already played the VN.
