Seto no Hanayome (My Bride is a Mermaid): Closes you'll get to Baka to Test in all the genre's.
Sumomomo Momomomo: Second closes you'll get too...
Nichijou (My Ordinary Life): Romantic elements lighter, but comedy elements our gold painted golden. You might consider it a sorta half way between BtT and Bobobo.

Azumanga Daioh. Both quite similar, and if you like both of them, there is also
Sayonara Zetsubou Sensei.
Love Hina: The manga, I don't know what others see in the anime, but to me, it shat on the story and development of the manga, but some people like it anyways. Romantic comedy with a more mature tone and a definitive end (with the manga).

Love Hina, though I haven't watched the anime but read the manga, there's also a series called
Genshiken, a bit more mature with a focus on Otaku culture but similar age group, and college settings, with, while more serious, romantic and comedic elements.
Full Metal Panic: All of them are good, but
FMP: Fumofu focuses on romance more but removing the action from FMP and retelling the story. There's also a manga by the name of
FMP: Overload, another "retelling" in which they bring out the comedy more. More action than Fumofu but as much or a bit less than the original in romance.
FMP - more serious
FMP:F - more romantic
FMP:O - more comedy (pretty close to Bobobo but not as random)

Trigun, probably the lightest in romance from all the series I am trowing in, but ridiculously funny and really great story.
Wagnaria! (Working): Quite funny, and an interesting watch. Romantic comedic elements.

Working, another series by that creator that goes by the name of
Servant X Service, really good. A romantic comedy focusing on adults.
B Gata H Kei (Yamada's First Time): Is another awkward romantic comedy between two students stepping into adulthood. Very, VERY, funny, I very much like this show.

Golden Time, same tone but focused on a different age group and own series of difficulties in forming and maintaining a relationship, I quite like it (I still have to finish it). Also, I'll trow
Toradora in here too, about the struggles of youth trying to find romance in unrequited love, romantic comedy.
Isekai no Seikishi Monogatari (Tenchi Muyo! War on Geminar): The best I've seen from Masaki Kajishima, the best Tenchi series yet. Very good show. Romantic (as far as any of his harem series have ever gone in romance), comedic, (well done) action series.

Dual! Parallel Trouble Adventure, both school action based romantic comedy. I'll also trow the Mahou Sensei Negima Manga in too. A really amazing evolution, from Ken Akumatsu, with his characters throughout his time working on the series. What it seems like starting is nothing like what it is 10 volumes in.
Ouran High School Host Club: Ridiculously funny and entertaining, RomCom. If you watch the anime, you should go to the manga after you finish, the manga cuts off around 1/3 through the story of the manga.

Princess Jellyfish. Another very interesting shoujo series with similar elements using an older age group, very entertaining and very funny. (Ending though...) I should also trow in
Fruits Basket as another comedic romantic shoujo series. Also the manga of
Skip Beat.
Rosario Vampire: One of the few harem series I can get behind in saying "I loved". Romantic Comedy with comedic action. If you read the manga though, it's a lot more gloomier with a lot more rape innuendo, similar concept but different stories. It's not bad though, just, very different feeling from the anime that exhibits a lot more positivity.

Inukami: Ridiculously funny.... I mean crazy "laugh your ass off your chair" funny. Romantic action comedy, high recommend it.
There is no order to the list.
Unless I mention the manga, I am talking about the anime by default.
This is a list based on my personal opinion of "what series I believe could stand on the same level as Baka to Test in the same respective genre's of Romance and Comedy". There were other series of the same nature as BtT, but I didn't include them because I didn't feel they were the same quality, so there is more out there.
And I feel I may be missing a few series I just can't bring to the top of my head, if I feel they were important, I'll post another comment with them in it. That or PM.
