They're part of the Special Crime Investigation Division. Enforcers like Kougami is the one with high Crime Coefficient but still deemed to be useful, therefore not disposed of. Usually because they understood the mind of criminal. Inspector is the one who, so to speak, control the Enforcer, like Ginoza. They are the ones who catch or execute those with high Coefficient Crime in society.
Corrections:
-Kougami and other Enforcers doesn't have "high" Crime coefficient, but still deemed high enough to instantly get a stun shot. If it was high, the anime will end at episode 1...
Add: all the enforcers CC cannot be rehabilitated and they are special cases. Enforcers are jobs too.
-Both Inspector and Enforcer have the right to catch and execute criminals. The only difference is that Enforcers are just below the hierarchy, because of that Enforcers can only take action if accompanied by their inspectors.
