So your phone analogy is totally wrong. It's more accurate to say that his goal is for everyone to commute, but first he gives some samples his invention for testing purposes and/or scale limitations. Remember that he needed those helmets to get to Nona tower and he also needed to do something to pass the time.
Ahh, now I understand the relation. So, the goal is to make people do exactly as they wanted and the way is by giving the helmets, or the underground room for the art girl, right?
