Blurry anime

Want to ask something : sEveral of my downloaded anime sometimes makes a extreme case of blurry image. The blurs show up randomly and not at the same scene, it backs to normal if i forward it a bit, i cant take a screenshot of it since it goes back unblurred if i do it. Is it the player, the harddisk Im keeping the file on, my pc spec, or the files it self?

EDIT: just realized this: the blur came at times when i jump the scenes, fastforwarding them. It's like 2 scenes got blurred and showed at the same time. Somebody help please?

You probably downloaded a 10 bit anime episodes.

I've never had problem with 10 bits anime, codec is the latest. Actually, this happened on 8bit too.
