I rather enjoyed this episode. Best parts of the episode, in my opinion, were in this order:
1. July's Yin smile.
2. Suou being hit in the face by a snowball and being left with the impression on her face.
3. Suou being handed pads.
4. July's comment about smiling.
5. Suou being thrown out of the cabin.
On the topic of Suou, it seems that her character is highly inconsistent, as she will be emotionless like contractors at certain points, and be lively in others. Possibly to indicate she isn't a full contractor?
And while we're at it, Li is my hero.
When he first sees the loli, he
Holds her down.
Feels her up.
When he first sees the loli naked, he
Holds her down, barebacked.
When the loli talks back, he
Forcibly shuts her up.
When the loli shows murderous intent, he
Throws her out of the cabin.
When the loli goes against his orders, he
Slaps the loli.

Li indeed is taking charge, but like was mentioned in the episode I wonder why it is he doesn't have to eat as much as he used to. It is like he replaced that with drinking. Or maybe it is because he isn't even a contractor right now, since he did lose his powers? And Suou is obviously going to fall into that category that Li did - part contractor and part human. A contractor with emotions still.
Kinda smiled at how that transvestite was all motherly and knew what Suou's problem was when she didn't even know herself.

This would have been a fun little episode but it kinda feels like a waste considering this series will only last for 8 more and the amount of questions doesn't exactly decline. The introduction of that whatshisname useless street punk also troubles me since it seems he may have some screentime to steal role to serve.
The comedy factor however was possibly the best I've seen in DtB so far, courtesy of Suou, Mao and many others (like this shot even better than the one in the topic). Hei being awesome also helped the ep step up a notch.
On a side note. I am so rooting for Hazuki right now ^_^

This whole episode mainly focused on character development the comedy added in was interesting but i agree this its starting to lack in the action section hopefully the next episode will bring more.

No one argued that yet...though I honestly love the fact that she became a contractor. It makes her more likable.(for me anyway)

The sailor moon transformation into a contractor is smexy, but I hope they don't continue to repay that every time she transforms, it can be annoying.

They probably won't considering that she's not changing costume but just having a huge gun come out of her pendant + I think that they skipped the transformation at least once already...
