Ash is a special form of Ditto owned by Giovanni. One day, while under a top-secret mission to capture Pikachu from Professor Oak, the Ditto went rogue and morphed into a human boy after consuming it's victim to keep it's identity secret. The Ditto lost it's memories in the process and now truly believes it's a human boy.

Didn't they say one of the Gym leader is Ash's father?No they did not, however; during most of the Pokémon games the first Gym Leader is usually your father and you can't defeat his Gym's phase until later in the game.
