Naru puts on an aggressive exterior because she has no experience with guys and when it comes down to it, she's very insecure. It's true that Motoko has grown throughout the series, but all that mushy stuff came much, much later when it was well established that Keitaro and Naru was an item... in that sense I feel a bit sorry for her.
