No. Fumoffu was never part of the main storyline. Fumoffu was nothing but the compilation of many short stories featured in the Gekkan Dragon Magazine, and they are not required to read to know the full FMP! storyline. They're sidestories, or omakes of sorts.

FMP, Second Raid, and Fumoffu are each 1/3 of the actual storyline, which can be found in its full form in the manga version. :P
As I mentioned before in a earlier post, the origins of FMP! and true canon are the light novels that Shoji Gatoh wrote. I've never read the three novels that highlight the first season of FMP!, but I remember the chapter names of the three novels, and in comparison I think the first season covers 80%+ of the material. I would also have to say that FMP! TSR covers 95%+ of the material covered in the next two novels "Ending Day By Day," of which I have read the scanlated version.
