1. Toradora did not have a really good story. The show itself was good, but the story wasn't anything special.
2. Why would you add on to something that doesn't need it? It would be like if Ken Akamatsu wrote a sequel to Love Hina. Yes, I would read it, but would it be better than the original? Nope.
That's my point, while a second season of Toradora might be good, it would never exceeded the original. Thus, it would be, for all intents and purposes, unneeded.

I know what you mean. Sometimes a sequel is unnecessary. If a show has a good ending, trying to continue it might screw things up. Imagine JK Rowling writing an 8th Harry Potter book and bringing Voldemort back to life. What would the point of doing that?
That being said, I didn't finish watching Toradora yet, so I'm not sure how it ends. (Don't spoil, plz)
