I only watched haruhi until half of the second season. First season was pretty good as far as i remember. Second was... Some will like some won't.
As for lucky star i know nothing about it.

Depends on what you are into, Im reading Haruhi and its pretty good, but I watched Lucky star and it became my favorite anime series of all time, and Im reading the manga right now too, so Im leaning towards Lucky Star

Yes its a easy anime to sit through, I watch the first couple of episodes of Haruhi Season one and I found myself checking my watch very few mintues to see how long time pass. However in Lucky Star a episode ended before I knew it, while a Episode of Hauri is like, how much longer does the episode end.
I had a hard time watching Season 2, that season some how ruined the characters for me.

The first season of Haruhi is godly. It has great jokes and enough mystery to make you want to keep watching, while not even being a mystery show.
Lucky Star gets boring half-way through the show. "Oh, random shit being said by cute girls. Anime reference. That's cool."
Not to mention that Lucky Star references Haruhi multiple times and even flagrantly advertises the show.

I vote for lucky star
I like haruhi s1 but when s2
came out I was deeply disappointed.
the season concentrated so much in the
endless eight. It was really boring.
As for lucky star even though it had a lot
of stuff that used haruhi it was pretty much
interesting. though the story didn't really
have a plot it kept me laughing a lot and
I learned to like anime like this that
doesn't have a solid story and pretty much
loaf around and stuff.
As for special A, I really liked it.
I'm looking forward for another season.
