Because Hairy Tail is not good.
Also because copyright law, there are some rare cases when the creator act as the publisher that you'll see h-anime from an already established franchise, i.e Rance.
It's only stuff that gets sold at markets by hobbyists that involves characters from other franchises. It's almost (there might be some magazines that allow it idk) only original stories in magazines.
