I believe Lulu is only able to persuade people to do his bidding and amount a cult following is because of the world they live itself. It is a diff. scenario with Lelouche where the people are in depression and sought for any way to find some way out of the horrors of the world. L lived in a normal world while Lulu lived in a fcked up world where people are dimwitted enough to be persuaded into taking up his cause because they are desperate. By no means do I find this a good reason to consider Lulu better than L. If both were to sit down and just have a contest of intelligence since this is what this thread is about,
A BATTLE OF INTELLIGENCE NOT ANYTHING ELSE PEOPLE. Then I'd believe L would just demolish Lulu. Lulu is a tactitionar and a speechmaker like that of a fascist ruler, that's all. L like I said before is a tactitioner and a detective who uses knowledge to the fullest instead of just persuading people to only use them.

Lelouch. Because he was predicting how the people would reply and recorded videos to fool them into thinking they're talking to him in real time. Impossible shit, but that makes him the winner.
Being able to predetermine and manipulate responses takes quite the intelligence. Lelouch wins.
But Lulu can't predict what L thinks though, he doesn't know the mind of a sugar high addict. o-o
Unnecessary.
L is still an individual with a train of thought mixed in with random bouts of chaotic ideas/actions. "A method to the madness" is a phrase that comes to mind.
Glucose and high end sweets are just a preference to what he likes. It is not a necessary pet peeve that will affect his intellect nor his train of thought.
In any way, this a battle of intellect. First comes one of Sun Wu's teachings, 'If you know both thyself and thy enemy, thou can win a hundred battles without a single loss.'
A battle of intellect is a time consuming thing. Thus, an introduction, no matter how vague, will be needed.
Then will come the 'games'.
'All warfare is based on deception.'
