Yes, there has be a "final" Negima movie announced.
It will be a "double-feature" with the Hayate no Gotoku movie, "Heaven is a Place on Earth!" meaning buying one theatre ticket will allow you to see both movies.
Akiyuki Shinbo and most of the SHAFT production staff have returned to produce this movie.
