Do you have some kind of grudge against the mainstream anime/manga industry in Japan?
The answer is 101 simple, You don't change something that is not broken. Besides the obvious cost of making a new soundtracks, why bother changing something that people are already used to and probably like hearing.
This is like when Coca-cola changed it's formula back in 1985. There was nothing wrong with the drink and people never really complained about it, but they just changed it for the sake of something new, and the public reaction to that was so negative that they had to ditch the New and go back to the classic Coca cola.
Ummm no I do NOT have a grudge against mainstream anime and also I don't think the coke to anime comparison is accurate because music is not the integral reason why we watch One Piece which means it would be alot safer to actually change where as Coke itself is the product we buy, so tampering with it could be dangerous, but no one is going to drop one piece if they change the music a bit.
And the term is "You don't fix something that's not broken" But change is a bit different, I'm not trying to ask to fix something, I'm asking why can't they add more? I'm not asking to take away the old soundtrack, just why not have a few more songs in there as the series progresses?
It's not like One Piece is not used to change, they constantly change animation, for some time they had this little intro to Gold Roger's story at the beginning of each episode, they change openings and endings, they changed the interludes of half way point of each episode. So they are used to change
