Because humans are vain creatures who believe the world revolves around them and thus, abnormality is anything human figured but different. That a monster is a mistake on the human form. Gaints, Centaurs, Cyclops, Orc, Goblins, Harpys, Arikura-no-baba, Noppera-bÅ, Kasa Obake, Rokurokubi, Tengu, ect.
We Identify things that are similar to us best, yet fear them most for not being exactly like us.
Simple answer, because men love breast, I don't think most people can identify a woman without nipples/breast and a belly button as female (or male).
What I find funny is that your stopping point is "breast". If you want to nitpick, you should point out how they are following Disney's/H. C. Andersen's version of mermaids, the original ones would hardly be attractive, let alone desirable considering their nature.
Also (I need someone to tell me so, if I am wrong) but I was under the impression that it's not a fish if it has lungs (Say whales and dolphins for example). Which these girls have. (The eggs, in episode one, and Poseidon's gills is... well... ya, not really scientific, but birds lay eggs, bats can fly and are cold blooded so I can roll-with-it easy enough.)
